Vanessa Monroy has provided consulting services to both private and public-sector organizations for over 20 years. She has advised clients on compliance strategies, assisted state government agencies to fully meet and strictly adhere over time to federal compliance standards. Additionally, as senior project manager, Vanessa has successfully lead various, simultaneous, high-visibility, high-impact projects and supervised the deliverables of multiple external providers.
Vanessa has provided technical assistance and institutional strengthening in the implementation of a federally funded initiative to support educator evaluation systems: assisted in the design and implementation of customized technical support; tracked performance indicators; assessed implantation quality; facilitated continuous improvement efforts; convened stakeholders to share effective practices; recorded and tracked all technical assistance activities via online systems. She has participated in the implementation of formative and summative evaluations for a group of the city’s persistently struggling public schools: Implemented reform strategies and new instructional models; Evaluated quality of the data collection and reporting methodologies and accountability mechanisms; Documented and evaluated implementation of new instructional models and related professional development activities; Provided quality assurance oversight in furtherance of processes and procedures improvements.
For approximately nine years, Vanessa was retained by the Department of Education of the Commonwealth of Puerto Rico to guide that Department in the negotiation and fulfillment two Compliance Agreements and a Memorandum of Agreement between the Commonwealth and the United States Department of Education. Said agreements corrected long-standing and serious compliance deviations that placed at risk billions in federal funding for the Commonwealth’s Education Department. Other critical projects lead by Vanessa included the design of new organizational structures to allow for a more effective and efficient use of the Department’s resources.
Her public-sector experience together with her work in healthcare, technology and communication in the private sector make Vanessa an exceptionally qualified resource in her areas competency. She has an unsurpassed awareness and understanding of the daunting challenges entailed in the implementation of change in the public sector and the exceptional value of effective project management in such efforts.
Vanessa holds a Bachelor’s Degree in Industrial Engineering from the University of Puerto Rico and earned a Master in Business Administration specialized in Technology Management from the University of Phoenix. She is also a licensed professional engineer (PE) and a certified Project Management Professional (PMP). Additionally, Ms. Monroy received a Lean Six Sigma Black Belt Certification from Villanova University.
